The ICPAK Institute of Certified Public Accountants of Kenya and the County Government of Elgeyo Marakwet on Thursday agreed to formalize a partnership aimed at strengthening public financial management, with a key focus on transitioning the county to accrual accounting.
A delegation led by ICPAK Chairman CPA Prof. Elizabeth Kalunda paid a courtesy visit to the county on April 17, 2026. She was joined by Council Members FCPA Georgina Malombe, CPA Wycliffe Bichang’a, and CPA Chrispus Mbogo. County Secretary and Head of Public Service, Mr. Lazarus Chebii, received the team.
Talks centered on collaboration opportunities to improve fiscal governance through targeted capacity building and technical assistance. Both sides singled out the shift from cash-based to accrual accounting as a priority reform area.
“The move to accrual accounting will enhance transparency and give citizens a clearer picture of county assets and liabilities,” Prof. Kalunda said. “ICPAK is ready to support Elgeyo Marakwet with the expertise required.”
The county was represented by CECM for Finance and Economic Planning, Mr. Alphaus Tanui, alongside Director of Accounting Services CPA Johnkeen Murkeu, Head of Financial Reporting CPA David Chebii, County Treasury Accountant CPA Margaret Kiplagat, and Deputy Director for Financial Reporting CPA Philip Kiptoo.
Also present were ICPAK North Rift Branch officials: Vice Chairman CPA Dr. Ben Samoei, Secretary and CPD Convenor CPA Nelson Kore, Youth Representative CPA Elijah Yego, Uasin Gishu Representative CPA Vincent Limo, and Turkana Representative CPA Julius Lokopu.
To sustain the engagement, the two institutions committed to holding periodic progress meetings and will formalize the partnership through a Memorandum of Understanding (MoU).
Mr. Chebii said the county welcomes professional support as it aligns its systems with national and international public sector accounting standards.
The visit comes as counties across Kenya accelerate reforms to meet Public Sector Accounting Standards Board (PSASB) requirements and improve audit outcomes.
