H.E GOVERNOR WISELY ROTICH EXPRESS RESPONSE ON THE MULTIPLE COMMERCIAL BANK ACCOUNTS OPENED AND OPERATED BY ELGEYO MARAKWET

I wish to clarify as follows:

1.That the county operates one account at Central Bank of Kenya known as County Revenue Fund(CRF) account where all monies received from National govt equitable share and county evenue is expended from Payment of suppliers and staff is done directly from this CBK account through the IFMIS system.

2.The 155 bank accounts mentioned by the controller of budget belong to health facilities across the county and run by health facility committeees supervised by health management and county treasury.

3.The bank accounts were as a result of FIF act 2023 passed by National assembly and senate to ringfence health funds and promote efficiency at the facility level.

4.Every health facility is audited by auditor general as a county entitity.All the facility committees are gazetted

5.The list of health facilities accounts was declared by the county to the controller as part of transparency and accountability.The list of facilities will be made public shortly by the county treasury.

6.The accounts are mainly to pay bills like electricity and also to receive SHA claims as per patients served.

7.EMC never received development funds in the first quarter.So there was no cash to expend.

8.However all county projects are ongoing across the county and we assure the residents that our development agenda is on track

9.Below is an extract of the FIF act and clause requiring us to comply.

The county treasury will provide all the lists to the public for transparency and accountability.

Kindly note that all county monies from National and revenue collected are all expended from CRF account in CBK not commercial banks.Only Health facilities and VTCs categorised as semi autonomous county entities and select donor conditioned programs.The VTC accounts recieve school fees from students since inception.
