FLLoCA Overview

The Government of Kenya requested for financial support for the establishment of the Financing Locally-Led Climate Action Program (FLLoCA).

The program development objective is to strengthen local resilience to the impact of climate change, natural hazards, and other shocks/stressors by building local capacity to plan, budget, implement and monitor resilience investments in a way that promotes collaborative partnerships between communities, national and county governments.

The program focuses on capitalizing the National and County Climate Change Funds, building county level capacity for planning, budgeting, reporting and implementation of local climate actions in partnership with communities; and strengthening of national level capacity for coordination, monitoring and reporting.

The program is implemented by the National Government in collaboration with County Governments, Elgeyo Marakwet County included.

Objectives of the Program

The FLLoCA is a community led project that aims at strengthening the capacity of County level institutions and stakeholders at local level;

  1. To support community led local initiatives for enhanced community resilience and enhance sustainable.
  2. To increase access to green/environmentally friendly technologies to deliver low carbon climate resilient development within the County.
  3. Enhance transparency and accountability on support provided and actions implemented.
  4. Support the development and strengthen policy, legal and regulatory frameworks at the county level for accelerated access to climate financing for building resilience at local level.
