
His Excellency Governor Wisley Rotich has a special interest in citizen-driven sustainable development. He believes in the power of many by rallying citizens together for a cause, thereby taking advantage of economies of scale and achieving faster development.
H.E Wisley hails from Chegilet in Emsoo Ward, Keiyo North Sub-County.
He holds a Masters and Bachelors Degree in Economics from Moi University and has previously served the Kenya Wildlife Service (KWS) as a budget officer and later Equity Bank in the position of operations officer.
At KWS, Wisley was responsible for preparation of budget, rationalization, monitoring and evaluation while at Equity Bank, he served in the operations department implementing the bank’s key strategies including donor funded projects.
Prior to assuming the post of Deputy Governor, Wisley served in the County Department of Tourism, Trade, Cooperatives and Energy as Director Cooperatives. He is credited with initiating a revival plan of dormant Cooperative Societies in Elgeyo Marakwet County which includes the ongoing automation of their operations.
H.E Wisley intends to use his position as Governor to further build on these achievements particularly targeting the youth and other special interest groups for economic empowerment through cooperatives. He is passionate about community empowerment through entrepreneurship to create jobs and stable families.
He is the youngest governors in Kenya and he hopes the position will serve as a motivator to other youth in Elgeyo Marakwet and Kenya in general to believe in themselves and dream big.

Governor
His Excellency Wisley Kipyegon Rotich is the second Governor of County Government of Elgeyo Marakwet. Governor Previously served as the second Deputy Governor of Elgeyo Marakwet County from August, 21st, 2017 upto 25th August 2022 when he took oath of office to serve as Governor. He hails from Emsoo Ward, Keiyo North Sub-County.

She is an accomplished academician with a PhD in Environment Studies and has been a university don for 18 years rising from a junior Research Fellow to associate Professor and Director where she served as Head of Partnerships at the University of Eldoret. Her PhD thesis was on natural resource conflict in the Kerio Valley.
Prof Cheserek brings along a wealth of experience in management, research and resource mobilization thanks to her prowess in creating linkages and sourcing for partners. She is the immediate former chairperson of the National Employment Authority and a Board Member of Chebororwa Girls Secondary School and St. Patrick's High School, Iten.
She hopes to use her experience and expertise to solve challenges facing the county that includes perennial conflicts along the Kerio Valley, deteriorating environment along the escarpment, low farm produce prices and creating job opportunities for the youth.
H.E. Prof. Grace Cheserek
Deputy Governor
Her Excellency Deputy Governor Professor Grace Cheserek has a special interest in citizen-driven sustainable development. Prof Cheserek was born in Kamok Village, Kapsowar Ward and is currently living in Jemunada, Moiben Kuserwo Ward.

County Leadership

He served as Member of Parliament for Marakwet West from 2013 to 2017 and was reelected for another term from 2017 to 2022. He served as Chairman of the ICT commitee of the National Assembly. He was elected Senator of Elgeyo Marakwet County in a by-election on 4th January 2023 following the appointment of his predecessor Hon. Onesmus Kipchumba Murkomen as a Cabinet Secretary in the Republic of Kenya.

Prior to his resignation and subsequent election as the County Assembly Speaker, Hon. Kibire served as the Member of County Assembly (MCA) for Metkei Ward. During the period 2017 to 2022, the Youthful Kibire served in the County Assembly as MCA on Jubilee Party nomination representing the Youth.
Hon. Kibire is one of the youngest speaker’s of the Kenyan County Assemblies having also served as the Secretary General of the Kenya Young Members of County Assembly (KYMCA) and hopes to leverage on his experience to steer the assembly to greater heights in matters of the county’s legislation, representation and oversight pursuant to Article 185 of the Constitution of Kenya.

Chebii holds a Bachelor's degree in Education and a Master's degree in Human Resource Management and is currently pursuing a PhD in Human Resource Development at Moi University. Additionally,he has undertaken Strategic Management and Senior Management course with Kenya School of Government, further enhancing his expertise in organizational management and leadership. He is a certified member of Institute of Human Resource Management (IHRM).
His expertise in institutional management, strategic leadership, and public administration makes him a valuable asset in Governance and Management.
Beyond his professional roles, Chebii is an active community leader. He has served as the Chairperson of the Board of AIC Kessup Girls and as a Board Member at St. Patrick’s High School, Iten and currently serves as the Chairperson of the building committee in his church demonstrating his commitment to education, faith and community development.
As County Secretary, Chebii aims to enhance capacity building of county staff to improve on service delivery; enhance structured communication through establishing clear and effective communication channels within county departments and with the public and drive socio-economic development by supporting initiatives that enhance economic growth, infrastructure, and public welfare.
The Office of the County Secretary is the heartbeat of all operations by the Executive. As the County Secretary, he is the Head of the County Public Service and also the secretary to the County Executive Committee. Being the Head of the public Service, he is responsible for the coordination and smooth operation of all County departments.
The office of the County secretary ensures all departments generate quarterly implementation reports which he in turn channels to the County Assembly and. As Head of Public Service, he communicates and follows up to ensure County Executive resolutions are implemented.
