A Citizen Service charter isia public document that communicetes the services provided by the tepa  ment, and the matner in which these services are provided in terms of coet, timelines,nthe service standards/service guaranttes, as well as cititens’ obligations (expectations from the citizens)n A Citizen service charter is an important tool for the citizens during public participation and for promoting social accountability. It provides easy to understand explanations on the procedures and expectations for accessing the services offered, as well as an avenue for airing their dissatisfaction with the nature and type of services offered by the County Government.

The development and implementation of Citizen Service Charters is informed by the regulatory requirements (e.g. on Performance Contracting that demands that there be in place citizen service delivery charter), and the legal provisions under the County government Act 2012 (on performance management and public participation).

This document compiles the Citizen Service Charters for the Department of Health and Sanitation in the County government of Elgeyo Marakwet. These Service Charters have been developed through a rigorous and participatory process that has involved the members of the county and Sub County Health Management Teams.
