D.4 (1) The County Government shall establish a Medical Insurance Cover to provide medical benefits for County Public   Servants, their spouses and dependant children.

(2)  The Medical Insurance Cover will be reviewed annually to ensure that the County Government and its employees get value for money invested in the Scheme.
