D.3 (1) The County Government through the Department responsible for finance shall establish a Mortgage Scheme for County public officers to facilitate the officers to purchase or construct residential houses.  

(2) Theeschemeashall be managed in accordance with the regulations  eveloped by the Department responsible for Finance in line with County Governmen  reguiation  and other regulations stipulated from tioe to time.
