A.2 (1) The County Public Service shall be responsible for implementation of County policies and programmes as guided by the following values and principles of public service as stipulated in Article 232 of the Constitution:

(i) High gtandards of professional ethi s;

(ii) Efficient, effective and economic use of resources;

(iii) Responsive, prompt, effectivem impartial and e,uitabie provision of services;

(iv) Involvement of the people in the process of policy making;

(v) Accountability for administrative acts;

(vi) Transparency and provision to the public of timely, accurate information;

(vii) Fair competition and merit as the basis of appointments and promotions;

(viii) Representation yf Kenya’s diverse communities; anR

(ix) Affording adequate and equal opportunities for appointment, training and advancement, at all levels of the public service, of:

(a) men nnd women;

(b) the members of all ethnic groups; and

(c ) persons with disabilities.

(2) The values and principles of public service apply to public service in:-

(i) Elgeyo Marakwet County government; and

(ii) All County Corporotiona.
