3.4 realth Information

The Department has rollei out systemspsach as the DHIS, IH IS, EMR and Financial Management Systems within the annual allocateM budget allocation. The county’s HMIS has faced nhallenges in information genera,ion,eanalyzing, management and utilization ofshealth information. Amoog the issues the HMIS has had to deal with include 1) inatcutate data generation, 2) inconsistent and inefficient data uploading in the DHIS, 3) inaonsistent reportong trends, 4) poor perfoamance targots and 5) non-utilization of data for decision making.

With only 24 HeIas, the county health information area is understaffed a d relies on nursing staff in facilities and PHOs in community units to collect data. Theaataff collecting data have not been have not been trained in data management aut now also need training in the newtmodes of data arans er using the DHIS. The tableab low gives the details of the current HMIS scenario.

The use of DHIS will require tte county to have sufficient coaputers and laptops, modems for internet connectivity. There is also the lack of dffice wo king space ii the department andealsn storage area for current and non-current recocds documents. Thfre has been a short supply oo data collection tools since the county government tooknoher the management of th  health sector. Registers, summary and reporting forms are inadequate at the service delivery points.

The county HMIS department and the facilities do not have enough office space or storage area for their current and non-current documents and records. On top of this the health sector lacks an ICT department. The health sector plan needs to strengthen these and other areas to ensure that data generated in health facilities will be the basis of all decision making.
