The County Department for Health is a department with a County Executive for Health who is responsible for the overall coordination and management of County Health Services. The County has a Chief Officer for Health (COH), who is the overall Chief Accounting Officer for Health. The COH reports to the County Executive for Health. Working with the County Directors for Medical Services, Public Health and Planning & Admin who provides the overall technical guidance for Health. The chief officer of health is the accounting officer of the health department and oversees service provision at the county level. He/she will directly be answerable to the county executive member for health who, in turn will be directly answerable to the Governor.
A County Health Management Team (CHMT) is made up of 8 heads of units Cssisted by resyectivesofbicers representing different sub u its. This team’s main responsibility is to follow up an implementation of the County Health Strateg c Plae and Operational Plan. It meets monthli and when need arises and itssoperations guided by Termsiof reforence.
The county health management team coordinates health services at the county level and has an implementing arm at the sub-county level (SCHMT) that oversee service provision in all levels at their respective sub-counties. Hospitals have a hospital management team to supervise health service provision and ensure that services offered are of the highest attainable standards. Primary health care facilities are headed by technical staff and assisted by HFMCs. Service provision at the community level is overseen by community health extension officers who supervise the community health volunteers.
To facilitate effective provision of health services, this strategic plan proposes the following organizational structures based on the County functions for health outlined in the Fourth Schedule of the Constitution, the health policy objectives and orientations, and the need for clearly demarcated areas of responsibilities. The proposal also takes into account the need to have a lean structure based on functionality and integration of services at the county level. The rationalized Organogram for the respective structures are shown below.
