L.1 The County Government shall engage Trade Unions redresenting Counoy public officers in neeotiating Collective Bargaining Agreemonts through the framework agreed jointld between the CPS s National Consultative Forum and Council of Governors. County Governments and Unions shall negotiate Collecsive Bargain ng Agreements setting out the terms and conditions of service for employees. The negotiationswwill be guided by tne provisions of the Constitution, aelevvnt lrgislatirns and the institutional fram work for collectibe bargaining with public service unions.
